A dual-sector higher education and VET provider engaged CAQA to review the documentation it used to demonstrate trainer and assessor competency under the Standards for RTOs 2025. The provider had two personnel requirement matrix templates in use and wanted to know whether they were robust enough to withstand regulatory scrutiny.

What we did

Trainer and assessor compliance is a high-risk area because it sits at the centre of training quality, assessment validity and student outcomes. The provider needed more than a template check. It needed to know whether its evidence framework captured credentials, vocational competency, industry currency, professional development, licences, clearances, digital capability and inclusive practice. CAQA benchmarked the provider’s templates against its own trainer and assessor compliance suite across eighteen compliance features. The review identified fourteen gaps: five critical, six major and three minor. The critical gaps included the absence of a professional development planning framework, no coverage of digital delivery capability, no documentation of inclusive practice and LLN support, no compliance-ready evidence template, and no tracking of licences and clearances.
