Navigating the Horizon: Early Changes to the Standards for Registered Training Organisations

In a significant development for the vocational education and training (VET) sector, the Department of Employment and Workplace Relations (DEWR) has announced a set of early changes to the Standards for Registered Training Organisations (RTOs). Scheduled to commence in March 2024, these changes represent a proactive effort by Skills Ministers to address the current pressures on the VET workforce and deliver immediate benefits to the sector. This initiative is a precursor to a more comprehensive revision of the Standards for RTOs, planned for January 2025.

Reflecting Modern Training Needs

At the heart of these changes is the integration of new and updated training products from the recently revised Training and Education (TAE) Training Package. This update will see the inclusion of the new Certificate IV in Training and Assessment and Diploma of VET, along with a range of updated skill sets designed to deliver training under supervision. Importantly, trainers and assessors who already meet the current Standards' requirements will not need to update their qualifications, ensuring a smooth transition and continuity in training delivery.

Expanding the Trainer and Assessor Pool

In a move to broaden the pool of qualified trainers and assessors, individuals holding an education degree that enables registration as a secondary school teacher in any state or territory will now be eligible to deliver training in any VET context under supervision. Furthermore, those with specific skill sets, such as the Assessor Skill Set or the VET Delivered to School Students Teacher Enhancement Skill Set, will be empowered to train and assess without supervision, bolstering the sector's capacity to meet diverse training needs.

Supporting Professional Development

Recognising the importance of ongoing professional development, the early changes will enable individuals actively working towards the Certificate IV or Diploma from the TAE Training Package to deliver training and contribute to assessment under supervision. This approach ensures that emerging trainers and assessors can gain valuable hands-on experience while completing their qualifications, fostering a culture of continuous learning and skill enhancement.

Leveraging Industry Expertise

To further enrich the training experience, the revised Standards will enable broader use of industry experts in delivering training alongside certified trainers and/or assessors. This collaboration aims to integrate real-world industry insights directly into the training process, enhancing the relevance and applicability of the education provided to apprentices and trainees.

Aligning with Regulatory Changes

The early changes also align with recent modifications to the Fit and Proper Person Requirements, clarifying RTOs' obligations to ensure that their managerial agents and executive officers are suitable to oversee operations. Additionally, minor clarifications and amendments will be made to support the sector's understanding and implementation of the Standards, including adjustments to validation processes and the expansion of the definition of 'educational and support services' to include 'wellbeing services.'
